Musical actress and former Fin.K.L member Ok Joo-hyun has issued a second apology regarding the controversy surrounding her agency's unregistered operation, but public sentiment remains cold. Ok Joo-hyun explained through her agency TOI Entertainment's official social media that the registration was delayed due to her inexperience with administrative procedures when establishing her one-person agency.

She stated that the registration application was completed on September 10th and is currently awaiting approval. To emphasize transparency, she also disclosed related documents and proof of training completion to clear up misunderstandings. However, as a veteran artist with 27 years in the industry, her explanation of being unaware of administrative procedures has been met with criticism for lacking credibility.

Concerns about the continuation of her activities are growing, especially as the issue could potentially lead to criminal charges. Under current law, operating an unregistered business can result in imprisonment for up to two years or a fine of up to 20 million won, and a police investigation is scheduled to proceed. The public is focused on how she will resolve this controversy and regain trust.
